When will a U.S. birth certificate be issued? The State Registrar of Vital Records will issue a U.S. birth certificate upon request by the court, the adopting parents, or the adopted person and upon receipt of the adoption decree.
Are adoption subsidies available? When do they start and how long do they last? Yes, adoption subsidies are available for a special needs child who is legally free for adoption and in the custody and under financial responsibility of the state or licensed child-placing agency in the state. Attempts must have been made to place the child without adoption subsidies. A special needs child is defined as having at least one of the following: six years or older, member of a racial minority, member of a sibling group being placed together, ongoing physical or mental conditions, treatable physical, mental, or emotional conditions, has developed strong emotional ties to a foster family that needs assistance in adopting the child. Adoption subsidies begin at placement or at finalization for adopting foster families.
